I always felt bad for the Hamburglar. I think Mayor McCheese is the arbiter of justice. I mean the poor guy's always going around saying "robble robble!" With that as a base character trait, and then the jailbird outfit and cape, I think the cards are stacked against him. No wonder we see recidivism.
